Robert Latham Owen was born in Virginia in 1856. After graduating from Washington and Lee University, he moved to the Cherokee Nation, where he practiced law and served on the Board of Education. He was one of Oklahoma’s first two senators, serving from 1907 until 1925. After retiring, he developed a phonetic alphabet, which he described as "a mechanism by which the English language can be taught as a world language."
