Above this “Pärnumaa” = Pärnu Landscape/County On the left sleeve: Four arrows with the tips set against each other, which together form a cross, indicate the degree of commissary. Piiriiserves as a border police. The lower grade is three arrows, which indicate the commissary. Above this “Piiriteenistus” = Border Service. Early 1990s.
