Mats O Karlsson supplemented the information about the picture via DigitaltMuseum 2 July 2012: "an oil painting of Arthur E Elmroth was uncovered at the county council meeting in October 1960. Artist was Carl Gunne. Arthur E Elmroth was a county councilor 1923-1958, county councilor 1943-1958, chairman of the administrative committee 1947-1959. He was born 1892 in Fagerhult in Småland but came to Tierp as a farm worker in 1919.
